A PAIR of terrified Chinese girls fled Scotland after being forced to work
as prostitutes by Triad crime bosses.

The teenagers were brought into the country as companions for a Chinese
lady but, within days of their arrival, were taken to Glasgow.

They were put in a flat and badly beaten up before being set to work in a
Glasgow sex sauna, owned by Chinese businessman Dominic Woo.

They faced an eight-month ordeal at the hands of the Triads before escaping
and fleeing back to China.

The girls are part of a growing exodus of young men and woman fleeing the
poverty-stricken Fujian province of China.

The global trade in humans is a growing concern to police forces worldwide
and increasing numbers of illegal immigrants end their exhausting journeys
in cities across Scotland.

In Glasgow alone, Strathclyde Police believe there could be 20,000 Chinese
aliens.

Many of them are slaves to the three main Triad gangs in Scotland and spend
years paying off the pounds 20,000 which the gangs charge to bring them here.

Retired detective Les Trueman helped investigate the sauna case last year
after being tipped off by the Immigration Service, who had been stunned to
find two tearful Chinese girls pleading for help at Glasgow Airport.

He said: "These girls were obviously determined to escape and that was
either a very brave or very stupid thing to do."

The girls told how they had responded to a newspaper advert in their
homeland, placed by a woman who needed female travelling companions to the UK.

They jumped at the chance and spent an exciting few days sightseeing with
the woman and her nephews in London.

Several days later, they were offered the chance to visit Edinburgh - but
that was when their eight-month ordeal at the hands of the Triads began.

One Strathclyde Police officer said: "They flew into Glasgow Airport, then
were taken to a flat and badly beaten up.

"They were effectively held prisoner there and forced to work as
prostitutes in the Venus sauna."

After several months, the girls were given more freedom to leave their flat
in Glasgow's Paisley Road.

One evening, they phoned a regular visitor to the Venus, a married man from
Ayrshire, on his mobile phone, asking him to come and collect them.

When he did, they leapt into his car with their few belongings and demanded
to be taken to Glasgow Airport.

Mr Trueman said: "They were then deported back to China, but that was an
exceptional case.

"There wasn't much we could do from a police point of view, as the girls
were no longer in the country, but we did trace the man to his home in
Ayrshire.

"He had helped them escape and I'm sure they were very grateful."

The girls were lucky. But thousands of other young illegal immigrants are
trapped in slavery after being lured here by the "Snakeheads", the term
used in China for traffickers in humans.

In recent years, the Snakeheads have smuggled Thai, Chinese, and, more
recently, Russian girls into Glasgow.

A police officer said: "One Glasgow gangster has been bragging that he
bought a Thai girl for pounds 1500 to work in his sauna. She will earn that
in a week for him."

PC Peter Clark, of the Metropolitan Police Chinatown Liaison Unit, is an
expert on the Snakeheads.

He said: "Villagers in Fujian see the Snakeheads as their only means of
providing their children with a chance of a new life in the West.

"Parents will try to get together maybe pounds 20,000 to get a son or
daughter into the UK.

"That will pay for fake passports or the smuggling of these people into the
country and the journeys can be quite horrendous.

"There are reports of them being washed up on the shore at Dover and many
have been found walking along the motorway towards London."

Last year, 58 people from Fujian province were found suffocated to death in
the back of a lorry at Dover.

PC Clark added: "The problem is, very few families can afford to pay the
pounds 20,000 up front to the local Snakehead.

"That means, if they do get to the UK, there will be an outstanding debt
which has to be paid off. Many are effectively slaves to the Triads and it
can take many years to pay off the debt.

"When they get here, most will claim political asylum, perhaps saying they
face persecution at home because of their religious beliefs.

"But the wonderful life of opportunity that their parents had dreamed about
often turns into a nightmare of crime and prostitution."

Young men make up around 90 per cent of the human misery from China's
Fujian province, while the rest are girls in their teens or early 20s.

Many of the young men are forced into organised crime run by the three main
Triad gangs in Scotland, while girls may be kidnapped and beaten before
being forced into a life of prostitution.

Girls aged under 16 will be kept in flats for exclusive use by Chinese
customers before 'graduating' to saunas and then being discarded.

Another police officer, a veteran of the South East Asia Intelligence Unit,
said: "Even the Home Office can't say how many legal Chinese immigrants
live in Glasgow, but it's estimated at around 20,000.

"Trying to estimate the number of illegal ones is impossible. It could well
be as many again, and it's getting higher by the day."

Glasgow has the fourth-largest Chinese population in the United Kingdom,
after London, Manchester and Birmingham.

Now police fear the steady stream of young male illegal immigrants will
only fuel rivalries between the three main Triad gangs in Scotland - the Wo
Shing Wo, the 14k and the Tai Huen Chai, which means 'Big Circle'.

They thrive on money-lending, credit card fraud, protection rackets,
illegal gambling dens and prostitution, and are traditionally detached from
Scotland's mainstream, largely native, criminal underworld.

THE ex-police chief who headed Scotland's answer to the FBI has warned the agency is no longer fit for purpose in the war against organised crime.

Graeme Pearson said the Scottish Crime and Drugs Enforcement Agency has been strangled by red tape after being taken over by faceless civil servants.

As agency director, Pearson brought big-time criminals such as Jamie "The Iceman" Stevenson to justice.

But in a hard-hitting interview to launch his book, The Enforcer, Pearson warned:

  • The SCDEA would fail to claim scalps such as Stevenson under the new regime.
  • Proceeds of crime laws do not punish the wealthiest criminals.
  • Gangsters are lining up to cash in on the 2014 Commonwealth Games in Glasgow.
  • It is wrong for Scotland to have eight police forces when London has just one to look after a much larger population.

Pearson had far-reaching powers when he was appointed SCDEA director general in 2004.

But he quit 10 months after control of the agency dubbed The Untouchables was handed to the Scottish Police Services Authority.

Overnight, Scotland's most powerful policeman was mired in red tape and made to answer to a faceless committee.

His most damning comments are directed at the takeover by the SPSA. The move - started under Labour and backed by the SNP - choked the agency with bureaucracy.

Pearson said: "The old administration allowed the arrangements to be put in place and the new one just accepted them.

"There was a reluctance to allow the agency to become all it could be but that was never in your face. You found yourself in treacle and there was no explanation why it was so difficult.

"You have more meetings about co-ordinating than the time you spend getting on with targeting the criminals."

The agency - established eight years ago as a national force tackling major drugs gangs - quickly fell victim to the pen pushers.

Pearson said: "Committees, panels and taskforces seldom deliver the innovation and commitment of a named individual.

"That's why we seldom use committees to decide battle strategies in times of war. We nominate leaders and provide the governance and control to ensure effective support.

"The current arrangement with the agency being responsible to the SPSA is not fit for purpose."

Pearson's biggest scalp was multimillionaire Stevenson, who is now serving 12 years for laundering the proceeds of drug trafficking.

The crook, who had a reputation for cheating justice, was caught after a tenacious four-year investigation - called Operation Folklore - by Pearson's team.

But Pearson warned: "If the agency was attempting to do what it did with Folklore under the circumstances now in place I am in no doubt they would not have got the result we did."

Pearson also claimed it is wrong for five million Scots to be served by eight police forces when a single Metropolitan Police force deals with twice as many people in London.

He said: "It suits the eight forces because it maintains the status quo and the civil service because it allows them to keep control. It also kept us at a distance.

"I don't think it makes sense but until there's a way of persuading politicians it won't change. We get one-line soundbites but we need more than that.

Politicians want to say yes to everything and end up saying no to everything."

Pearson, now an honorary professor at Glasgow University's fledgling Institute for the Study of Serious Organised Crime, is also frustrated that his visions for a crime-fighting campus are in limbo.

Four years ago, he and then Justice Secretary Cathy Jamieson announced plans to bring the SCDEA and other agencies to Gartcosh, Lanarkshire, by 2010.

Pearson personally won the interest of architect Lord Norman Foster but so far not a single brick has been laid.

He said: "Politicians acknowledged the agency was going in the right direction.

"They wanted it influencing national debate and standing on its own two feet at the Gartcosh campus. They found it difficult to maintain.

"I think it's happening but how come here we are almost five years later still waiting for a bag of sand to be delivered to Gartcosh?

"As an architect, Lord Foster could see the vision of campuses across the world able to contact each other about organised crime. He must have been listening at the keyhole - he got it and got excited about it. I even got a Christmas card saying he's still interested."

Married dad-of-one Pearson joined up as beat bobby in 1970. He was one of the first senior officers to warn of the danger of organised crime corruption in Scotland.

His eyes were opened during a 1980s secondment to the New York Police Department.

He said: "It was a terrible time in New York. The city was on the verge of bankruptcy and the police going through the worst excesses of corruption. This was all through the Mafia, who had an interest in so many areas. There was a normal city power structure but it was overshadowed by the power structure of crime.

"Organised crime needed into the authorities. It needed into building contracts, licensing and all that stuff."

His warning of similar risks to Scotland were initially dismissed - but today organised crime costs Britain s40billion each year.

He said: "At that point people thought that it doesn't happen here. I think there has been a growing awareness of corruption in public life. America suffered a huge impact of cocaine and crack in the 70s and 80s. The decay of communities was so evident. It took almost a decade to sort itself out."

Pearson admits that the country's top criminals - often impossible to prosecute as they do not get their hands dirty - are not troubled by proceeds of crime laws designed to target them.

He said: "It's been an important step but it could be more effective.

"Once you dip your toe in the criminal side of things you contaminate the whole thing. If you're a businessman approached by a pal to launder money and if they know by doing that they'd lose all the other assets they have, most sensible people would say, 'forget it'.

"It shouldn't be merely a taxation, it should be a real penalty.

"Too often, those with multi-million-pound empires have given back tens of thousands."

While wealthy crime bosses try to cosy up to politicians and police chiefs, Pearson said the problem is under control in Scotland. He added: "It became a popular suggestion in the 70s and 80s that if a detective was involved with criminals then they must have been a bit of a criminal themselves.

"The problemis if the police withdraw from contact with criminals, it is the criminals who benefit.

"Evidence is hard to come by but I'd say Scotland is better off than most modern democracies.

"One reason for writing the book was to get some balance into the debate. For years criminals alleged widespread police corruption but there was no one from law enforcement to say, 'wait a minute, let's get a grip'.

"The difficulty is people get hold of some small thing and use that to make it look like the whole organisation is tainted and corrupt and that's not true.

"It's not good for the public because you then create a fear."

Pearson warned politicians to keep their distance from organised criminals and avoid a repeat of the 2002 Red Rose scandal.

Ex-Home Secretary John Reid and former First Minister Jack McConnell were seen at the same Labour fundraising dinner as drug dealer Justin McAlroy, 30, who was shot dead days later.

Reid and McConnell were not linked to the criminals but Pearson said: "If people see organised criminals sitting with key figures, it creates in their mind the complete inability to report anything.

"The balance needs to be shifted to enable us to draw a line to stop criminals trying to make themselves legitimate by association."

Pearson warned that the threat from organised crime had to be taken seriously.

He said: "People are always asking how does this affect us in Scotland.

"One example is the Commonwealth Games. Major events like these create opportunities for organised crime."

Three months ago, the Sunday Mail revealed how the Faulds crime clan had landed a lucrative security contract for the Games.

Pearson said: "The Sunday Mail has published exposes over the years of those who have just been a front for criminals benefiting from the public purse.

"The preparation for the Games should ensure only those who are fit and proper should receive contracts and not just placemen for organised crime."

But Pearson warned: "I don't know if the systems are robust enough to ensure that is the case."
